Raiden and Shao Kahn are both Characters of the Mortal Kombat Fighting Game Series. Raiden appeared in the first MK from 1992 already, Shao Kahn is the endboss in Mortal Kombat II, III, and Mortal Kombat (2011). In the Movie Mortal Kombat Anihilation they are described as brothers, in the games they are just arch enemies, fighting for very different goals
